Developed for NP Urban Planning Bureau "Heart of the City" by OOO NPRF Yarkanon team (St. Petersburg) led by the architect Yekaterina Litova and  the restoration architect, the State Prize laureate Grigory Mikhailov in co-authorship with Alexander Voynarovsky, Director of NPP Photogrammetria.

Conceptual design of the Historic and cultural complex "Post-castle" on the grounds of the Order's castle Königsberg in Kaliningrad.   

Version from 5 December 2016.

Developed for NP Urban Planning Bureau "Heart of the City" by architect Anton Sagal based on his winning competition entry in the open international competition "Post-castle" (2015). On 11 April 2016, the conceptual design was brought for expert's discussion. In the middle of May 2016 it was published with an open access at the "Heart of the City" Project website.


In late November 2016 the Author of the conceptual design received a request from the Agency for architecture, urban planning and perspective development of Kaliningrad Region to make some additions to the documentation. In December, the revised conceptual design was approved by the Agency and accepted by the Client.

Lecture materials by British architect Trevor Skempton, the finalist of the open international design competition "Post-castle" and the 3rd prizewinner of the international urban planning competition "Korolevskaya Gora and Its surroundings", organized by the Urban Planning Bureau "Heart of the City" in 2014.

 The lecture, organized by the Urban Planning Bureau "Heart of the City", took place on 11 December 2015 at the Town Planning College of the I. Kant BFU Institute of Environmental Management, Territory Development and Urban Planning within the framework of the Award Ceremony for the Winners and Finalists of the "Post-castle" Competition.

Kaliningrad Heart of the City Post-Castle Programming Report. June 2015 

This report was prepared in June 2015 by Off-The-Grid Studio, urban design and cultural programming consultancy, for the non-profit partnership “Urban Planning Bureau “Heart of the City” in the scope of the development of the Terms of Reference of the open international competition for an architectural design of the Governmental Historic and Cultural Complex on the grounds of the former order’s castle Königsberg in Kaliningrad (“Post-castle”). 

 The proposed assumptions were based on the result of the international urban planning competition on concept of the development of the territories of the historic centre of the city "Korolevskaya Gora and Its Surroundings"and the following period of consultations, which took place from December 2014 to May 2015, as well as a series of public workshops and selected interviews.

Resolution No637 from 13 April 2015 «On the development of a land use plan, including a parcel plan as its part, within the boundaries of the historic centre of the city («Heart of the City”) in Leningradsky and Moskovsky districts”.
The Committee for Architecture and Construction of the City Administration is instructed to act as a Client of the development of urban planning documentation for the areas of the “Heart of the City” Project. The date for completion is before 15 October 2016.

Presentation by an architect and an urban planner Trevor Skempton (UK, Wales), one of the third place winners of the Open International Architectural and Urban Planning Competition For the Elaboration of a Concept For the Development Of the Historical Center Of Kaliningrad (Korolevskaya Gora And Its Surroundings).

The presentation was held at the master-class organized by NP Urban Planning Bureau “Heart of the City” in cooperation with the Institute of Environmental Management, Spatial Development and Urban Planning, Immanuel Kant Baltic Federal University on 20 November 2014 within the framework of the Award Ceremony for winners and finalists of the competition.

From the letter sent by Trevor Skempton to the Organizers of the competition:

In my opinion, the competition was exemplary in its organisation. The briefing material was comprehensive and the requirements, in terms of presentation and detail, were explained clearly and were not unrealistic. The conclusion, in the form of exhibition, publication and a series of masterclasses was also excellent.

I am pleased that the winning scheme not only proposed completion of the House of the Soviets, but also proposed the reconstruction of a considerable part of the old city [in this case the Altstadt], supported by a proposed methodology that could bring this about. All the prize-winning entries supported the notion of increasing the density and urban character of the Heart of the City, and I am pleased and proud to have been part of that process.

The material produced will be of great value to students and academics, but the most important task is to make genuine progress on solving the real and urgent problems of re-connecting the areas around the Korolevskaya gorad, and re-constructing a historic focus and sense of continuity that will both satisfy residents and attract visitors. If the right long-term approach is followed [with the journey starting without delay, while the impetus provided by the competition can still being felt], I believe that the necessary capital investment will surely follow, partly from regional sources, but also from across Russia and elsewhere.

Having had Kaliningrad prominent in my thoughts over the Summer of 2014, like many other organisers, paricipants and contestants, I will retain an interest in the future of the city over the years ahead. Naturally, I would welcome any opportunity to help in bringing some of these interesting proposals to fruition.
